Paul began his career with OSRL as a spill response specialist in 2003 with a Masters Degree in Environmental Engineering. The past twelve years has provided many opportunities to gain a broad range of experiences from hands-on spill response to diverse preparedness projects around the world. First hand international spill experiences range from terrestrial pipelines, tank farms and drilling operations to marine based releases from tankers and E&P operations. In addition to the operational exposure gained through response, Paul has also devoted much time to preparedness activities for various member companies through training and contingency plan development. Previously as Technical Manager Paul introduced OSRL’s ‘Blueprint’ for operational excellence, drove the development of the Subject Matter Expertise (SME) framework, and evolved OSRL approach to crisis management.
Paul spent two years in Singapore as Deputy Operations Manager followed by a twelve month secondment to ExxonMobil as their Asia Pacific Emergency Preparedness and Response Advisor. This secondment offered a unique insight into member expectations and also introduced a valuable exposure to the crisis management perspective of up and downstream operations.
Notable recent works include co-authoring the latest Good Practice Guide on Tiered Preparedness and Response (TPR), development of an Operational Management System for OSRL and driving the development of OSRL’s cold region response capability.
Paul is currently OSRL’s Operations Manager with the responsibility for maintaining and delivering the UK’s contribution to OSRL’s global Tier 3 response capability.
