Case Study: All-Encompassing Preparedness Activities for ExxonMobil PNG
2015 was the second year Oil Spill Response Limited (OSRL) continued working with ExxonMobil PNG Limited (EMPNG) to maintain and develop oil spill response preparedness activities at their facilities in Papua New Guinea, including the Hides Gas Conditioning Plant (HGCP) and the Liquefied Natural Gas Plant (LNGP).
The PNG LNG production commenced in April 2014. June 2015 marked the year where they managed to deliver their 100th LNG cargos.
OSRL's Activities
OSRL personnel were involved in a myriad of preparedness activities at both facilities including:
- Equipment maintenance
- Training
- Developing and updating of Incident Guidelines and Tactical Response Plans (TRP’s)
OSRL prepared incident guidelines for both the HGCP and the LNGP. 2015 marked the year where the TRP’s and incident guidelines for both the HGCP and LNGP sites were finalised.
In addition, OSRL was assigned to make sure the TRP’s were consistently meeting with EMPNG oil spill risks and this was achieved by conducting exercises based on scenarios in the TRP’s and holding regular discussions with all personnel involved at both sites.

OSRL brought their years of experience and the diverse background of personnel to provide customised response solutions for the EMPNG facilities by providing:

Tailored training sessions with the facilities’ personnel involved in spill response operations

Customised exercises (table-top, deployment, mobilisation, etc) involving first response teams and incident management teams based on response plans with actual site conditions and resources.

Oil spill response equipment commissioning and maintenance to ensure EMPNG response readiness by working closely with response personnel and oil spill response contractors.
In addition, solid professional relationships were developed with the relevant ExxonMobil PNG personnel and stakeholders involved in response operations. These relationships will prove invaluable for future interactions and communications.
