Oil Spill Response Limited (OSRL) Announces Request for Proposals for Autonomous Dispersant Effectiveness Monitoring System Upgrade

OSRL, a global leader in oil spill response and preparedness, invites suppliers to submit proposals for upgrading its dispersant effectiveness monitoring system to include autonomous capabilities. Based on several years of research, this upgrade will enhance OSRL’s ability to provide more efficient and accurate monitoring services, benefiting its members, who account for over two-thirds of global oil production.

With a longstanding reputation for pioneering scientific techniques in dispersant application, OSRL is now exploring Autonomous Underwater Vehicles (AUVs) as part of its strategy to modernise its dispersant monitoring capabilities. The RFP (Request for Proposal) includes the procurement of new equipment and the provision of ongoing support services such as training, maintenance, and 24/7 technical assistance.

Why This Matters

Dispersants play a crucial role in minimising the ecological and socio-economic impact of oil spills by breaking down oil slicks and enhancing natural biodegradation. OSRL’s upgrade to autonomous technology aims to improve the precision and safety of monitoring efforts, reducing the need for human intervention and increasing the speed at which oil spills are addressed.

Submission Details and Timelines

Interested suppliers must submit their proposals by 1st November 2024, 17:00 GMT. The RFP is open to suppliers who can demonstrate their ability to provide equipment that aligns with industry good practices, including adherence to the SMART (Special Monitoring of Applied Response Technologies) protocol. Non-AUV solutions and service agreements without equipment purchase will also be considered if they meet the outlined requirements.

Key dates to note:

4th October 2024: Deadline for receipt confirmation and ability to meet the proposal timetable

1st November 2024: Proposal submission deadline

Week commencing 9th December 2024: Interviews with shortlisted suppliers

January 2025: Equipment trials (if required)

28th February 2025: Estimated contract award

Supplier Requirements

OSRL is looking for innovative proposals that can enhance dispersant monitoring with cutting-edge technology, offering benefits such as:

- Autonomous, remote data collection in hazardous environments

- The ability to conduct fluorometry in line with the SMART protocol

- Ease of deployment and recovery, minimal human resource requirements

- Long-term technical support, including training and maintenance

Suppliers are encouraged to demonstrate their capability and experience in providing similar services and equipment. OSRL is open to solutions that integrate new technologies, especially those that reduce operational risks and improve data accuracy in real-time spill response scenarios.
