Oil Spill Response Limited (OSRL), the largest international industry-funded cooperative for responding to oil spills, has announced its intention to issue an invitation to tender for the provision of aviation services. OSRL is seeking interested turnkey providers with adequate capability and experience to provide the requested services, as outlined in the Scope of Services.
OSRL will issue the invitation to tender (ITT) pack in the third quarter of 2023. However, in the interim, OSRL is inviting interested parties to express their interest in participating in the ITT. The expression of interest will enable OSRL to generate a shortlist of qualified providers before issuing the formal ITT.
The current aviation service model involves two Boeing 727 aircraft in the UK and one C130 aircraft in Malaysia that provide aerial dispersant application, a critical response service available to OSRL's members. The existing contracts for these services expire on 31st December 2028, and OSRL will require a replacement service to be in place before this date. OSRL intends to award the contract in 2024, allowing sufficient time to develop and implement the new service.
OSRL is seeking a complete turnkey service from the bidder, including but not limited to the provision of aircraft acquisition, design and development of a compliant spray system for dispersant application, crewing, maintenance, operation, and insurance of the aircraft and spray systems throughout the contract period.
The company requires a system to deliver aerial dispersant in payloads of no less than 10,000 litres, with each aircraft having a Supplementary Type Certificate and a Certificate of Airworthiness. Other requirements include low altitude capability for dispersant application, global coverage, and a cost-effective model.
The contract for the aviation services provision is of a 10-year duration, with options to extend the same for a further ten years. The contract requires the aircraft to be operational by January 31st, 2028.
Interested parties are requested to confirm their expression of interest to the Company Representative by email, outlining how they intend to provide a solution for the ITT, including the proposed aircraft type, number required, and operating locations to provide global coverage.
Budgetary costing and timelines to implement the solution, as well as relevant experience in delivering similar services and other relevant previous experience, must also be included.
